만 15세 이하 어린이 미국 여권 갱신 및 발급 절차

이전 글에 썼다시피 아이들과 나는 미국 시민권자인데 팬데믹 기간 동안 해외는 나갈 생각도 못 했기 때문에 첫째 아이 여권이 만료된 걸 모르고 있었다. 

나중에 쓰겠지만..한국에서 태어난 아이들을 미국 대사관에 출생신고를 하면서 SSN(사회보장번호)를 같이 신청을 안 했더랬다..... 아이는 처음 낳아봐서....-_- 태어나면 한국/미국에 각각 출생신고만 해야 하는 걸로만 알았지 SSN 신청하는 건 몰랐더랬다....

나중에 지인들한테 얘기하니 "아니, 말로만 듣던, 시민권은 있는데 소셜시큐리티넘버가 없는 애들이 거기 있었네??"라고 황당해하더라 ㅎㅎㅎ

여하튼 아이들이 미국에서 지내려면 SSN이 필요한데 그걸 신청하려면 여권이 필요하고, 그러다보니 여권을 먼저 갱신해야 하는 상황. 

 

만 15세 이하 어린이가 미국 여권을 갱신하려면 부모가 아이가 모두 직접가야한다. 새로 발급받는 것과 거의 마찬가지.

미국 대사관은 예약제로 운영되고 있고 한두달 후의 예약까지 차 있는 경우가 많기 때문에 만료 시기와 여권 사용 시기를 잘 고려해서 예약을 미리 해야 한다.

그리고 필요한 서류는 아래와 같다. 

 

• Passport application must be filled out using the Passport Wizard .(Tips for Using Passport Wizard) (PDF 1.5 KB) Once completed, please print the application form, but DO NOT sign.  You must provide a Social Security number, if you have been issued one.* U.S. regulations require the consent of both parents/legal guardians for the issuance of a U.S. passport to a minor child. If you are the non-applying parent or guardian providing written consent for your minor child to apply for a U.S. passport because you are unable to appear in person with your child, please submit a notarized Form DS-3053 (Statement of Consent)  (PDF-41.23KB). The parent submitting the application materials to the U.S. Embassy must bring the notarized consent form along with a copy of the absent parent’s ID used during the notary. If you are the applying parent or guardian, and the written consent of the non-applying parent or guardian cannot be obtained in a timely manner, you need to submit Form DS-5525 (Statement of Exigent/Special Family Circumstances) (PDF-40.87KB).
• Child’s evidence of U.S. Citizenship
  Certified U.S. birth certificate issued by the city, county or state
  Consular Report of Birth Abroad or Certification of Birth
  Naturalization Certificate
  Certificate of Citizenship
• The child’s previous U.S. passport (If applicable)
• Evidence of relationship between Child and Parent(s) such as:
  Certified U.S. birth certificate with both parents’ names
  Certified foreign birth certificate with both parents’ names
  Consular Report of Birth Abroad with both parents’ names
  Adoption Decree with adopting parents’ names
  Court Order establishing custody
  Court Order establishing guardianship
• Identification of parent(s)
  In the event that a parent is deceased, the family should provide a certified copy  of the death certificate of the parent that cannot appear in person.  For more information, please visit https://travel.state.gov/content/passports/en/passports/under-16.html 
• One passport photograph
  Sized 2″ X 2″ (or 5 cm X 5 cm) with a white background taken within the last six months/no eye glasses/no uniforms/no digital manipulation or retouching. Face coverings (i.e. bandages, masks) that block portions of the face are not allowed. We need to see your full face to establish your identity. Please see the travel.state.gov passport photo webpage  for more information. (U.S. passport and Korean passport photo sizes are different.)
• Photos of your child’s development since the issuance of the most recent passport. 1-2 photographs per year from when that passport was issued to present, to show how their appearance has changed.  Photos should be printed.  Ideally, photo should not include other children and should be organized chronologically.
• Fee:  $135
  US or International credit card – All credit card transactions are in U.S. dollars.
  Cash – U.S. dollars or Korean won at the Embassy’s exchange rate. When paying in cash, we kindly request that you bring the exact amount.
• Return delivery courier slip (available at the Embassy)

 

• 여권 신청서는 Passport Wizard 를 사용해서 작성을 하셔야 합니다. (DS-11 신청서 한글 번역본 참고 (PDF-718KB) (PDF-1.39KB) 작성한 신청서를 프린트 하시되 서명은 하지 마십시오.
  • 여권신청서에 반드시 사회보장번호(Social Security number)를 기재하셔야 합니다.
  • 미국무부 규정에 의하면 16세 미만의 자녀가 미국 여권을 신청할 경우 반드시 양쪽 부모/법적 보호자의 동의를 받아야 합니다. 만약 신청서 접수시 한쪽 부모님 또는 법적 보호자가 동반 할 수 없는 경우 참석하지 못하시는 부모/법적보호자로 부터 공증받은 동의서 DS-3053 (Statement of Consent)  (PDF-51.4KB)를 받아서 제출 하셔야 합니다. 여권 신청서류 접수시, 참석하지 못하시는 부모님의 공증받은 동의서와 공증시 사용했던 부모님의 신분증 사본도 반드시 같이 제출하셔야 합니다.만약 신청서 접수시 동반 할 수 없는 부모 또는 법적 보호자로 부터 공증된 동의서DS-3053 (Statement of Consent)를 받아서 제출하는 것이 불가능 한 경우, DS-5525 (Statement of Exigent/Special Family Circumstances)  (PDF-42.9KB) 를 작성해서 제출하셔야 합니다.
• 이전 미국 여권 (해당되는 경우)
• 여권 사진가로 5cm X 세로 5cm, 6개월 이내 촬영한 흰색 배경의 정면 사진 1장 (안경을 쓰거나 군복 입은 사진, 포토샵 등으로 수정한 사진은 사용할 수 없습니다.  미국여권사진 규격은 한국여권 사진규격과 다릅니다.)  마스크나 밴드 등으로 얼굴이 가려진 사진도 사용 할 수 없습니다.  본인확인을 위해 실제 얼굴 전체가 보여야 합니다. 국무부홈페이지 에서 추가정보를 확인하실 수 있습니다.
• 아이와 부모님과의 관계를 증명하는 서류
  • 부모님의 이름이 기재된 미국 출생증명서 또는
  • 부모님의 이름이 기재된 미국 해외 출생증명서(Consular Report of Birth Abroad (CRBA))  또는
  • 입양부모의 이름이 기재된 입양서류  또는
  • 양육권에 관한 정보가 기재된 법원판결문  또는
  • 법적후견인에 관한 정보가 기재된 법원판결문

• 부모님 또는 법적보호자의 신분증
• 성장 사진: 현재 소지하고 있는 여권 발급일로 부터 그동안 자라온 과정을 보여줄 수 있는 성장사진. 여권 발급년도 부터 현재까지 매년 1-2장의 성장사진을 프린트해서 가져오셔야 합니다. 다른 아이들이 포함되어있지 않은 사진을 년도별로 정리해서 가저오시기를 권장해 드립니다.
• 수수료: 135 불
  • 신용카드 – 해외 사용가능 또는 미국 신용 카드로도 수수료를 지불하실 수 있습니다.  신용카드는 해외 승인 거래이며 미화로 청구됩니다
  • 현찰 – 환율은 미 국무부 기준으로 사전 공지 없이 변경될 수 있습니다.  현금으로 수수료를 납부할 경우, 가능한 정확한 금액으로 준비하여 주시기 바랍니다.
• 발급된 여권 배달을 위한 택배 서비스 용지(택배 서비스 용지는 대사관에 구비되어 있습니다)

4. 아이와 부모님과의 관계 증명 서류 - 미국 출생증명서나 Consular Report of Birth Abroad 등등

5. 부모님 또는 법적 보호자 신분증 - 여권이 무난함

6. 성장사진 - 1년에 한두 장씩 얼굴의 변화를 알 수 있는 사진 (다른 아이들이 포함되어 있지 않은 사진으로)\

7. 수수료 135불-신용카드(해외사용가능 카드만) 또는 정확한 금액의 캐시(미화)

8. 택배 서비스 용지- 대사관에 가서 작성

 

 

이렇게 필요한 서류와 사진 등을 가지고 예약한 날짜와 시간에 맞춰서 대사관에 가서 서류내고 인터뷰를 하면 된다.
